A VM lets you choose a shape while you manage the OS, security patches, processes, and deployment. A PaaS manages the app runtime and deployment environment. This calculator places a DigitalOcean Basic 1-vCPU, 512-MiB VM beside Azure App Service Linux B1 with 1 core and 1.75 GB. Their capacity and included features differ, so it is not a performance-adjusted ranking.
At 730 hours, the smallest DigitalOcean VM is capped at $4/month; Azure App Service B1 costs $0.017/hour, or $12.41 in East US. For shorter runtimes the VM uses $0.00595/hour with a $4 cap, while App Service uses $0.017/hour. App Service F1 is always free but limited to 60 CPU-minutes daily, 1 GB storage, and no SLA; it is not drawn as an equivalent paid B1 bar.
Other PaaS choices in the hosting category include Railway, Render, and Google Cloud Run. Their resource and request meters differ from VM hours, so their costs cannot be equated directly. The demo excludes network, extra storage, tax, and operator labor. Consider both the initial bill and OS responsibility. As of 2026-10.
When to use
Compare VMs for OS and network control with PaaS for managed deployment. Match memory needs and runtime patterns before final pricing.
